Seems likes the design of the first three phases is a little lopsided. How is the extra mass on the populated side compensated for by buoyancy in the structure?

[edit] Why are we not discussing carbon dumping at this point?

Chapter one's discussion on algae and carbon dumping seems to be either ignored or suppressed.
